• File Number: 19-07-001
  • In the matter of Motor Dealer Act R.S.B.C. 1996 C.316
  • and Salesperson Licensing Regulation B.C. Reg. 202/2017
  • Complainant: Vehicle Sales Authority of BC
  • Licensee/Unlicensed person:

    Hassan Mahfouz (#210569)

  • Issues:

The Authority received Mr. Mahfouz’s application for a salesperson licence and in its review, the Authority uncovered information of concern.
The Authority served Mr. Mahfouz a Notice of Hearing on July 10th, 2019. However, Mr. Mahfouz had requested any formal documents be served at a physical address for service and the Authority executed service to the physical address on August 26th, 2019.
The Authority identified Mr. Mahfouz’s criminal record, discipline history in Alberta, and not being truthful with the Authority’s questions as the conduct of concern.

  • Outcome:

The Registrar found that there is no evidence to suggest Mr. Mahfouz has rehabilitated himself or is remorseful about his past conduct.
The Registrar found that there is no evidence that suggests Mr. Mahfouz can be trusted to interact with consumers and that he continues to pose a risk to consumers.
The Registrar refused to licence Mr. Mahfouz as a salesperson and found that it is in the public interest that Mr. Mahfouz be refused any type of licence or registration under the Motor Dealer Act of British Columbia, indefinitely.
